Crown Agents USA, the U.S. incorporated subsidiary of Crown Agents, is an international development company with a presence in 40+ countries.  We provide technical assistance service and support to US Government agencies and international organizations such as US Agency for International Development (USAID). Crown Agents USA is recruiting for senior staff including Chief of Party, Deputy Chief of Party, Senior Technical Specialists, and Administrative and Financial Management Specialists for the anticipated five-year, $25-50M USAID/State-to-State Local Governance Project located in northern Nigeria. The overall aim of the project is to increase the effectiveness, accountability, and transparency of selected state and local governments in Nigeria. All positions subject to successful project award. 

Anticipated Technical Specialist Positions and Qualifications: (Duty station: Sokoto, Bauchi, and one other state to be determined)

  • Chief of Party: Master’s degree or higher in business administration, public administration, public policy, law or related field required; Minimum 10 years of relevant experience leading complex, large-value projects of $25 million or more­­; USAID Chief of Party experience highly preferred; Experience in public financial management, economic growth initiatives, local governance, policy reform, decentralization, and/or public private dialogue in Nigeria or a similar economic/political environment preferred; Relevant work experience in Nigeria or similar country context required; Fluency in English required
  • Deputy Chief of Party: Bachelor’s degree required in economics, public administration field, or other related area, Master’s preferred; Minimum 10 years of project management experience for large budget development assistance projects; USAID experience strongly preferred; Nigeria experience preferred; Fluency in English required
  • Public Financial Management Advisors: Bachelor’s degree required in public policy, economics, and/or finance, Master’s degree preferred; Minimum 10 years of experience in public financial management including budget development, expenditure tracking, government revenue mobilization, and/or budget development for Nigerian federal and/or state governments; USAID and/or World Bank experience preferred; experience providing capacity building to federal government and/or state governments in Nigeria; Fluency in English required
  • Political Economy Governance Specialists: Bachelor’s degree required in political science, public policy, or other related field; Minimum 7 years of experience working on conflict resolution and mitigation issues; Experience working with counterparts at the state government level and understanding of governance issues related to public financial management, budgeting, and resource allocation; Understanding of policy making at the state-level especially related to political structure and incentive systems that support reform; USAID or other donor funded projects focused on conflict resolution and governance strongly preferred; Fluency in English required
  • Monitoring, Evaluation, and Learning (MEL) Advisor: Bachelor’s degree or higher in economics, business, finance, or related field required; Minimum of 7 years of experience designing and implementing MEL plans for large budget projects; Experience in reporting on project indicators and contributing to required project reporting; Project management experience preferred; USAID experience highly preferred  
  • Gender/Youth Specialist: Minimum of a Bachelor’s degree or equivalent experience in sociology, political science, international development, gender studies, or other relevant field; Minimum 7 years of experience working on gender and youth issues on donor funded projects; Strong interpersonal and networking abilities with experience working at the state and local levels of government, and with international and local NGOs, and CSOs in Nigeria; USAID or other donor experience preferred

Other potential Key Positions for Consideration

  • Procurement Specialists: Bachelor’s degree required in related field; Minimum 10 years of procurement related experience for government entities; USAID, World Bank, or other donor funded experience; USAID experience preferred; Fluency in English required
  • Knowledge Management Specialists: Bachelor’s degree required in social sciences, communications, or related degree; Minimum 10 years of related experience working on governance projects for USAID or other donors; Understanding of best practices in knowledge management required; ability to develop project-wide systems and knowledge sharing platforms strongly preferred; Fluency in English required

Qualifications for all specialist positions:

  • At least 7 years of professional experience relevant to the desired position

  • Minimum of a Bachelor’s degree in a relevant field required

  • Previous USAID project experience preferred

  • Excellent written and oral communication skills

  • Professional-level fluency in English
