REACH is a joint initiative of two INGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process.

POSITION : Short-term Enumerator

DESCRIPTION

  • REACH is initializing operations in Nigeria to respond to the ongoing IDP crisis in Borno, Yobe and Adamawa.
  • Activities will contribute to an improved humanitarian emergency response and enhance evidence-based decision making by providing support to operational actors with localized and operational response planning.
  • REACH will provide a complementary support to existing information management (IM) efforts by IOM, OCHA and sectors, focusing on supporting operational actors in given locations.
  • REACH, in combination with DRC and NRC, is launching an assessment of IDP intentions to return, relocate or settle in their current places of displacement.
  • This assessment will take place over approximately 30 working days between mid-June and early August.
  • A team of 30 enumerators will be hired in Maiduguri to support the assessment by traveling to as many as 12 LGA capitals for as many as 7 days at a time.
  • Enumerators will be provided transport to and lodging in these locations but will be responsible for providing their own meals.
  • The Enumerators will also be responsible for quantitative data collection using Open Data Kit (ODK) on a smartphone, and potentially translation during Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs).
  • Potential candidates must be available to work for 8 hours every day (including Saturday and/ or Sunday) during the assessment period.

Functions Summary
The Enumerator shall be responsible for:

  • Collection of quantitative data using ODK on a smartphone
  • FGD and KII facilitation
  • Collection of locational data using GPS devices
  • Any other tasks need to ensure the success of the REACH mission in Nigeria

1.) Collection of quantitative data using ODK:

  • The Enumerator will interview and collect data from assessment respondents at the household level using ODK on smartphones.
  • (S)He will also be responsible for ensuring that households are accurately targeted in accordance with direction given by supervisors, and that data meets minimum quality standards.

2.) FGD and KII facilitation:

  • The Enumerator will be responsible for identifying and organizing respondents for focus group discussion, facilitating or co-facilitating the discussion and recording results

3.) Collection of locational data using GPS device:

  • The Enumerator will collection locational data, such as the location of new or existing IDP locations, using hand held GPS devices.

4.) Any other tasks need to ensure the success of the REACH mission in Nigeria:

  • The Enumerator may be called upon to work on other REACH programmes in various locations in Nigeria including, but not limited to, remote LGA capitals, as the security situation allows

Accountability to Communities and Beneficiaries

  • The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.
  • Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies.
  • Responsibility of every ACTED staff member.

Qualifications 

  • Experience using ODK, or other mobile data collection technology, for quantitative data collection
  • Experience in facilitating FGDs or KIIs, or the ability to learn rapidly
  • Experience collecting information using hand-held GPS devices
  • Positive attitude and a willingness to learn
  • Operate in a cross-cultural environment requiring flexibility
  • Prior experience working in IDP displacement locations
  • Willingness to travel regularly to remote LGA capitals
  • Written and spoken fluency in English and Hausa or Kanuri a must; additional fluency in other local languages preferred
  • Willingness to follow instructions
