Job Description:To ensure that diving and ROV contractors adopt and implement COMPANY HSE policies and initiatives, and their operations standards comply with Shell group, OPG, IMCA guidance notes and National Regulations for underwater service contractors.To provide diving and ROV technical advice and guidance to COMPANY and the line in order to ensure the safety of COMPANY’s Corporate Diving and maintenance intervention activities. Shell Diving Centre of Excellence (DCoE), COMPANY Marine Maintenance, Shell Diving Discipline Job Network, Shell Diving Principal Technical Expert (PTE), Asset Teams, Project Teams, Production Services, Contractors, other OU’s.
Job Functions:
* Independent maintenance diving spreads
* Project, drilling & pipeline teams Diving and ROV operations
*Maintenance vessel/barges
* Diving & Marine Contractors.
* Local diving sub-contractors.
* Diving Support Vessel
Accountabilities:
• Develop standards, procedures and techniques for underwater intervention in-line with Shell group requirements and OPG
• To produce and issue Diving & ROV operations guidelines for COMPANY Management, HSE departments, Engineers, project teams and CSR’s.
• To monitor COMPANY relevant departments and contractor’s offshore diving inspection and ROV intervention activities to ensure the technical integrity of the companies facilities, SPM’s, and marine structures.
• To keep abreast off and disseminate to COMPANY any technological diving and ROV developments, which may apply to COMPANY operations
• Approval and acceptance for this job position is required from the Shell DCoE
• Provide effective HSE management and control advice of COMPANY underwater intervention operations,.
• Assist/advise on any COMPANY underwater intervention accidents/incidents or near miss reports, ensure the dissemination of the learning points and monitor the implementation of action items.
• Provide inter-discipline diving advisory service on sub sea aspects of exploration, engineering, construction and production systems for COMPANY underwater intervention activities.
• To ensure that all projects and call-off works are in alignment with the Contract Management system
• To disseminate OPG, IMCA and relevant safety and equipment notices to departments and worksites.
• Undertake technical pre-qualification of diving contractors who have applied to COMPANY for acceptance
• To assist with implementation of COMPANY ROV & Diving audit integrity plans, and follow up on audit closeout. Undertake IMCA DESIGN diving audits as and when required.
• Undertake contractor work scope reviews/evaluation and the accompanying JHAs
Requirements:
-The Corporate diving advisor will have an AODC/IMCA Air/Bell Diving Supervisors recognised diving qualification and have extensive offshore and marine / diving operations management experience. He will have been a senior diving supervisor or superintendent, have experience as working as a diving CSR for a major oil/gas company and will be fully familiar with the Shell group requirements, OPG, IMCA and National diving legislation and their interpretation.
-He shall be able to solve imaginatively, common technical / operational problems in the area of expertise, and able to guide and advise others in technical / operational aspects of the areas of expertise.
-Able to diagnose and resolve significant, unusual problems and to successfully adapt aspects of an area of expertise
-Able to creatively solve significant, complex, non-routine problems in the area of expertise, and
-Able to adapt practices from other markets or countries for use in the area of expertise, and
-Able to generate substantial improvements to local practices and procedures for the area of expertise
-Able to use structured tools and techniques to control physical work activities which have associated HSSE hazards, safe systems of work for ensuring personnel safety, safe systems of work include procedures, work instructions, guidelines, competence standards, roles and responsibilities, design standards, Permit to Work (PTW), Job Hazard Analysis (JHA), Toolbox Talks (TBT), Unsafe Act Auditing (UAA)
Key Requirements : Certificate of introduction to dynamic positioning systems course or two (2) years experience of Diving representative on DP diving vessels
• Experience of underwater inspection techniques and processes – CSWIP certificate either 3.1u, 3.2u or 3.4u
• CV, qualifications and experience shall be approved and accepted by DCoE
• IMCA (AODC) Air/Bell Diving Supervisors certificate or proven diving supervision and has extensive offshore and marine / diving operations management experience – minimum of ten years
• Minimum 5 years experience as working as a offshore diving CSR for a major oil/gas company
• At least 2 years experience in a supervisory or management position - not necessary for a oil/gas company but a diving contractor management position is acceptable
• At least two years experience of working on offshore export systems i.e. SPMs
• In date offshore medical
• In date BOSIET certificate
