The Complex

  • The President plans, supervises and manages the business of the Bank Group.
  • Under the direction of the Boards of Directors, the President conducts the business of the Bank and the African Development Fund and manages operations and activities in accordance with the Agreements establishing the African Development Bank and the African Development Fund.
  • The President supervises several Departments and Units, including the Office of the President, Independent Development Evaluation Department; Integrity and Anti-Corruption Department; Compliance Review and Mediation Unit, Secretariat to the Sanctions Appeals Committee, Administrative Tribunal, Office of the Auditor General, Group Risk Management Directorate, General Legal and Legal Services Department; Communication and External Relations Department; Staff Integrity and Ethics Offices and Office of the Secretary General and General Secretariat.

The Hiring Department/Division
The role of the Banks' Office of the Secretary General and the General Secretariat (PSEG) is to facilitate the delivery of the objectives of the Bank’s Ten Year Strategy, High 5s, and Development and Business Delivery Model (DBDM) by enhancing the decision-making process of the governance organs and forging better working relationships with the shareholders and host countries of the Bank. PSEG comprises:

  • The Immediate Office of the Secretary General (PSEG0) which has the additional responsibility of managing the Records Management and Archives Section and the Corporate Governance Policy and Shareholder Relations Section;
  • A Board Affairs and Proceedings Division (PSEG1);
  • A Protocol, Privileges and Immunities Division (PSEG2); and
  • A Conferences and Meetings Division (PSEG3).

The Position
Within the General Secretariat, the Finance and Budget Officer’s role is to:

  • Assist in the preparation and monitoring of the implementation of the budget and the work programme;
  • Ensure administrative and financial management; and
  • Contribute to the financial reporting of the Office of the Secretary General and General Secretariat.

Duties and Responsibilities
Under the supervision of the Principle Budget, Programming and Performance Officer; and the Guidance of the Secretary General, the Finance and Budget Officer will:

  • Preparation - Monitoring the implementation of the budget and the work programme:
    • In close collaboration with section heads, ensure the effective implementation of the work programme in accordance with the objectives of preparing the necessary information for the preparation of the administrative and investment budget and the work programme of the Office of the Secretary General and the General Secretariat; monitor their implementation, in order to reduce the risk of non-implementation.
    • Prepare the information necessary for the preparation and follow-up of the other budgets under the Office of the Secretary General and the General Secretariat, namely, the Board of Governors budget, including that of the Annual Meetings, the African Development Fund, the Advisory Committee of Governors, the Board of Directors’ budget and institutional events’ budgets, etc.
    • Assist in the search for budgetary resources; initiate and request follow-up of required transfers to SAP and follow up until approval;
    • Ensure compliance with contractual and /or budgetary commitment decisions regarding the Bank's Financial Regulations as well as subsequent policies and procedures.
    • Liaise with relevant organizational units, as appropriate, on all SETA related issues;
  • Administrative and Financial Management:
    • Assist cost centre managers in the process of recruiting consultants and institutional procurement by ensuring that Bank rules, procedures and principles are respected;
    • Consolidate data on the recruitment of short-term consultants and collaborators;
    • Initiate and monitor the procurement process for goods and services related to the work programme of the Office of the Secretary General and the General Secretariat, Annual Meetings, statutory meetings and any other institutional events in relation to the Procurement, Accounting and Treasury Department.
    • Analyze and monitor the implementation of budgets (Office of the Secretary General and the General Secretariat, the Board of Governors and the Board of Directors) and propose remedial measures where appropriate;
    • Ensure the processing of mission expenses and the validation of budgetary allocations of the expenses of Staff elected representatives;
    • Processing of payments for the expenses of Governors, subsidiary bodies of the Board of Governors, special guests of the Bank and alternate Executive Directors;
    • Determine the benefits when assuming service and at the end of the term of office of the elected Staff Representatives and ensure payment in collaboration with the Human Resources, Financial Control and General Services Departments
    • Ensure timely payment of all invoices and enter all financial transactions into SAP by ensuring compliance with policies, guidelines and standards.
  • Reporting:
    • Design monthly, quarterly, half-yearly and annual financial reports of the Office of the Secretary General and the General Secretariat and ensure timely accounting in the quarterly institutional reporting of the Programming and Budget Department;
    • Assist in the development of dashboards of the Office of the Secretary General and the General Secretariat.
    • Perform any other duties requested by the Principal Budget, Programming and Performance Officer and the Secretary General.

Selection Criteria
Including desirable skills, knowledge and experience:

  • Hold at least a Master's degree or its equivalent in Management, Finance or other related disciplines;
  • Have at least four (4) years of relevant experience in budget monitoring;
  • Experience in the private sector would be an asset;
  • Sound mastery of budget planning and financial regulation;
  • Demonstrated competence to conduct conceptual and strategic analyzes to diagnose and resolve multiple and simultaneous problems;
  • Ability to manage multiple, simultaneous and evolving demands, tight priorities and deadlines;
  • Ability to work as part of a team and create partnerships with a wide range of clients both inside and outside the Office of the Secretary General and the General Secretariat in order to produce results that meet the needs of the Office of the General Secretariat and its clients;
  • Ability to manage stress and maintain confidentiality;
  • Be rigorous and methodical;
  • Ability to communicate effectively in written and spoken English or French, with a good working knowledge of the other language;
  • Competence in the use of standard Microsoft Office applications (Word, Excel, Access, PowerPoint); knowledge of SAP is desirable.
