  • The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014 the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict-affected populations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri, Monguno, and Gwoza of Borno state, Damaturu of Yobe State, and a current extension to Zamfara and Katsina states, northwest Nigeria. Currently, IRC Nigeria implements programs for primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, economic recovery, and development.
  •  The country program developed a new strategic plan in the first half of 2021. IRC aim to provide the best possible impact for some of the most vulnerable children, women, and men. In all that we do, IRC strives to deliver through IRC’s core values of Integrity, Accountability, Service and Equality.

Project Overview

  • The BHA (Bureau of Humanitarian Assistance) project, Integrated Emergency Response to the Displaced Population in Zamfara, Sokoto, And Katsina States, Northwest Nigeria  will be carried out by a consortium led by the International Rescue Committee (IRC) in collaboration with the Alliance for International Medical Action (Alima), Cooperazione Internazionale (COOPI), and Life Helpers Initiative (LHI), aims to leverage each partner's expertise to provide immediate humanitarian assistance to internally displaced people populations through area-based approach.
  • The Consortium partners will provide an integrated multisectoral intervention in Health, Nutrition, WASH, Protection, and Multi-purpose Cash Assistance (MPCA) activities in Zamfara, Katsina, and Sokoto states in collaboration with state governments, UN organizations and other key actors in Northwest Nigeria.
  • The project will be implemented by a dedicated support, quality assurance, and coordination team, who will work closely with all partners through a management unit of well-structured consortium governance for the activity.

Scope of Work

  • The WPE Community Mobilizer reports to WPE officer will engage in raising awareness in communities about gender-based violence and other gender-related issues, to facilitate a change in attitudes and behaviors that condone and perpetuate gender-based violence.  
  • Community Mobilizer will work with communities to develop and implement plans to improve the safety and security for all individuals in the community.

Key Duties and Responsibilities
Awareness Raising:

  • Encourage men and women to reflectively examine gender roles and inequalities in order to support a safer environment for women and girls, and to facilitate gender-inclusive development in the community.
  • Raise awareness and promote changes in attitudes and behaviors regarding gender, gender equality and GBV.
  • WPE Community Mobilizer will collaborate and coordinate with other partners to facilitate an effective multi-sectoral approach to addressing GBV.
  • Promote active community participation in prevention and response to GBV.
  • Develop and implement prevention strategies.
  • Ensure the formation of community groups for response and prevention activities.
  • Work with the WPE Response officer to facilitate Trainings and sensitizations to community groups, local partners and CBOs on GBV issues.
  • Promote the involvement of men and youth in GBV activities.

Community Mobilization:

  • Utilize participatory methodology to assess community needs in relation to GBV.
  • Utilize participatory methodology and adult education techniques to assist communities in developing community-driven prevention and response plans.
  • Mobilize community to form ‘action groups’ for awareness raising and encourage greater self-reliance among women in the communities.
  • In collaboration with case worker ensure that women are engaged in psychosocial activities at the women’s centers.

Planning, Collaboration And Coordination:

  • In collaboration with State Emergency Management Agency (SEMA) and National Emergency Management Agency (NEMA) to ensure the formation of GBV camp groups.
  • In collaboration with WPE Case Worker and Trainer, Women action groups, Youth Groups, identify training needs of community members and carryout trainings in a consistent and appropriate manner.
  • Liaise with community leaders, government agencies, IRC sectors, Partners to organize training and capacity building activities.
  • Promote women’s active participation in the leadership and decision-making of the community.
  • In collaboration with Case Worker and community members conduct safety audits in the camps to identify potential security risks areas and develop strategies to address them.

 Reporting

  • Compile and summarize weekly statistics to MEAL Officer for monitoring purpose.
  • Submit weekly narrative reports to WPE Program manager in a timely manner.
  • Communicate all obstacles/Problems to WPE Program Manager for further action.

Financial:

  • In collaboration with other WPE Staff submit monthly activity cash projections for prevention activities in a timely Manner to program manager.
  • Ensure that all liquidations are done in a timely manner with relevant supporting   documentations.
  • Submit all financial request to program Manager in a timely manner for onward submission to either supply chain or finance.
  • Ensure that all conduct s is in line with IRC Mandatory Reporting policy.

Monitoring:

  • Follow-up on psycho-social support activities and ensure that these activities are conducted appropriately and meet the needs of purpose for which they are intended.
  • Follow-up on trainings/sensitizations/meetings   conducted to ensure implementation of plans.
  • Carryout work with respect to IRC security concerns, protocols and established policy inclusive of ensuring the safety of IRC beneficiaries from exploitive relationships.
  • Ensure working as part of a TEAM AND BE FLEXIBLE
  • Position Reports to: WPE Officer
  • Indirect Reporting: Consortium Management Team, WPE Manager

Qualifications

  • Must have higher level education in Community Development
  • At least 2 years previous experience with community mobilization using participatory methodology.
  • Good interpersonal and problem-solving skills and flexibility.
  • Prefer experience with participatory /adult learning techniques.
  • Must possess interest and commitment to Human Rights, Gender Equality and Gender issues.
  • Must be enthusiastic and creative.
  • Must be fluent in community language, spoken and written English. Fluency in Hausa will be an added advantage.
  • Proficiency in Word and Excel required.
  • Ability to work as part of a TEAM.
