The Nigerian Women’s Trust Fund (WF) was created in 2011 to increase the representation of women in Nigerian governance at all levels and address the growing concerns about the gender imbalance in elective and appointive positions. The goal of the Fund is to institutionalize access to resources for women in politics in Nigeria.

We are recruiting to fill the position below:

Job Title: Research Consultant

Locations: Kogi and Bayelsa
Duration: Four (4) months each

About the Role

  • The role of the consultants is to identify critical barriers and gaps to women’s voter registration and identify potential fixes for systemic changes to increase women’s voter registration.
  • This work is specifically focused on Kogi / Bayelsa States.

Specific Tasks

  • Data Collection existing laws and regulations related to voter registration.
  • Conduct a desk review from existing laws and regulations related to voter registration and the questions in the Voter Registration tool with information for Kogi/Bayelsa States and input that information into the tool.
  • Test-run a Voter Registration Diagnostic Tool for identify barriers to women’s voter registration to collect data needed for situation analysis and to monitor progress towards closing gender gaps and reducing the barriers.
  • Conducting a secondary analysis of existing data for Kogi/Bayelsa States to identify which factors are associated with women’s voter registration.
  • Collect primary data through Key Informant Interviews (KIIs) and Focus Group Discussions with key women and community students to complement the secondary data analysis and provide further contextualization of the findings, alongside key insight into lived realities in the states.
  • Write a report which includes research questions, desk review, methodology, presentation and discussions of results from primary and secondary data analysis, conclusions, and recommendations for Kogi/Bayelsa States.
  • Produce research and advocacy briefs based on the key findings by geographic area within Kogi/Bayelsa states, which can be used as advocacy tool to engage government and development partners to plan and deliver targeted interventions.
  • Produce a brief roadmap for of priorities and next steps for NWTF and partner to address the gaps identified and response to most pressing needs. (Recommendations for bridging the gaps, identification of potential policy priorities).

Deliverables:

  • An inception report with workplan that includes timeline.
  • Approved inception workplan
  • Draft of full report of the Desk review from existing laws and regulations related to women’s voter registration and grey literature till date in Kogi/Bayelsa States completed and first draft submitted to NWTF.
  • Approved full report of the desk review.
  • Draft of consent form for Key Informant Interview and Focus Group Discussion participants.
  • Approved Draft of participants consent form.
  • Data sources on identified remaining barriers on women’s voters’ registration which will be included in the final research report.
  • Finalized version of full report including desk review, methodology, presentation and discussion on results from the primary and secondary data analysis, conclusions and recommendations for Kogi/Bayelsa States and submitted to NWTF.
  • Consultant will conduct and submit pictures, audio recordings, transcription for Key Informant Interview and Focus Group Discussion from each state.
  • An end of contract report.

Educational Qualifications

  • A Master's Degree or equivalent in Governance and Gender, Social Policy, Social Science, Development Studies or a related field.

Experience:

  • Minimum of 7 years of experience in governance and gender research, including quantitative and qualitative methods in development context with demonstrated experience in gender analysis.
  • Background knowledge of the state and the ability to speak common/local language of the state which the research will be conducted.
  • Understanding and experience working with state and non-state actors (at all levels) and international organizations.
  • Evidence of having undertaken similar assignments in the past.
  • Should be available within one week of the consultancy offer.
  • Strong knowledge of the Nigerian political landscape and recent developments in elections.
  • Experience in working with an international development organization/NGO/CSO would be beneficial.
  • Excellent oral and written communication in English. knowledge of the language will be regarded as a strong asset.
  • Commitment to NWTF’s mission, vision and values; displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; highest standard of integrity, discretion and loyalty.
  • Possess solid political acumen, but not partisan.

Core skills:

  • Knowledge of research, monitoring and evaluation methodologies, including quantitative and qualitative
  • Demonstrated experience of producing high-quality, credible research (sample report of such is required)
  • Should demonstrate expertise in the use of technological applications tools for research.
  • Knowledge of women’s human rights instruments (international and national).
  • Strong research, writing, analysis skills in the substantive area

Remuneration
Negotiable and competitive within the sector.
