Job Summary

  • Under direct guidance of the Response Coordinator and collaboration with the Integrated Humanitarian Assistance to Northeast Nigeria II team, the Communications & Reporting Coordinator will be responsible for timely and quality humanitarian program reporting, new business/proposal opportunities and proposal modification as well as external communications for northeast projects
  • The position will ensure collaboration with sector leads and field sites to continuously improve upon and deliver timely reports based on quality data
  • This work includes frequent updating and cross-checking of the Detailed Implementation Plans (DIP) against reported updates to ensure proactive and thorough project activity follow up
  • Finally, the Coordinator will build the capacity of field teams to produce quality reports and data, compliant to organizational and donor requirements.

Responsibilities

  • Prepares quality and timely reports summarizing project results in accordance with organizational and donor standards.
  • Works with M&E/Reporting staff in each site to ensure that performance information is collected in each sector for proper documentation and reporting of activities.
  • Conducts workshops with field staff to ensure exceptional quality of program reports.
  • Liaise with FHI 360’s Communications Department (HQ and Country Office) to develop, maintain and adapt as necessary a program communication strategy which includes the production of communication materials such as newsletters, program updates, success stories, briefing papers and situational reports.
  • Ensure the update and design of in-country communication, visibility tools and publications, their dissemination and availability to field teams, as well as the management of photos and other media from field sites
  • Regularly updates the DIP in collaboration with the sector leads; and cross-checks information against reporting
  • Provides technical support and guidance to staff and partners throughout the northeast region and in Nigeria country office.
  • Documents lessons learned quarterly and presents them internally with M&E staff to inform program decisions and initiatives.
  • Responds to requests and inquiries from internal and external staff.
  • Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies and procedures.
  • Assists with the implementation of research studies by working with technical staff and M&E team and documenting processes.
  • Provides leadership and team building at the task level.

Qualifications

  • Bachelor's Degree or its International Equivalent - Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.
  • Typically requires 5-8 years of writing, editing, and publications experience.
  • Excellent writing, editing, communication and presentation skills as well as familiarity with fundamentals of external communication in a humanitarian context are essential
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Ability to provide clear messages on complex issues
  • Must be articulate, professional and able to adjust communication methods based on the audience
  • Must be able to read, write, and speak fluent English.
  • Prior work experience in a non-governmental organization (NGO)

Typical Physical Demands:

  • Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.

Job Title: Security Officer

Basic Functions

  • The Security Officer under the direct guidance of the Security Coordinator will mitigate the risks poised to Programs, personnel and assets through provision of expertise and focused Security Management support.

Duties and Responsibilities

  • S/He will focus on the continuous implementation of strategies and protocols to ensure a high level of security for staff, assets and programs.
  • S/He will maintain a high level of contextual awareness of his/her operating area and strong coordination with program and program support teams.
  • S/He will promote a strong Safety and Security culture at field offices through continuous security trainings.
  • S/He will support in carrying out security risk assessments (SRA) based on contextual risk levels including the Safety and Security for all IHANN staff, eligible dependents, resources, assets, facilities, programs while ensuring compliance with FHI 360’s Security policy. 
  • Assist the State Offices, field locations in the day to day conduct of office security, ensuring adequate responses to security incidents both natural and man-made.
  • Supervise implementation of security contractors and guard companies as per agreement.
  • Manage physical security, fire safety and office evacuation drills periodically.
  • Establish network with other key security players for information sharing and joint lobbying on security matters where possible.
  • Attend security meetings such as INSO and provide feedback from such meetings.
  • Implementing Standard Operating Procedures (SOPs) and regulations for working in the North-East.
  • Draft security advisories and for general situations and specific incidents during periods of heightened threat.
  • As part of the North East Security Team, deal with security incidents involving FHI 360 staff and assets, inform as necessary and recommend response actions.
  • Perform any other duties as assigned.

Qualifications and Requirements

  • Bachelor’s degree preferable in Security Management or related field.
  • Professional certification in security risk management or advanced security management highly desirable.
  • Security or management certifications will also be an added advantage.
  • 5 - 7 years working in security Industry, experience working in complex insecure settings preferred.
  • 3 years working in Security management for NGO or donor funded organization.
  • Experience in liaising with law enforcement agencies in Nigeria.
  • Experience in managing incidents, incident mapping, developing and producing high quality security reports and assessments.
  • Minimum of 2 years of demonstrative security management experience in hostile environment.

Knowledge, Skills and Abilities

  • Competent and literate in English, verbal and written, with a sound knowledge of technical expressions
  • Sound judgment and the ability to work effectively with others at all levels
  • Strong assessment, evaluation, analysis and strategic planning skills
  • IT literate, MS - Word, Excel and PowerPoint
  • Interpersonal communication and proven written / presentation skills
  • Demonstrated ability to manage under stressful conditions
  • Demonstrated knowledge of the historical and socio-political context of Nigeria

Job Title: Senior Contracts & Grants Officer

Position Summary

  • The Senior Contracts & Grants Officer is responsible for managing and supporting the grants activities of the Addressing Education in Northeast Nigeria (AENN) Project, a three-year, $14 million education program funded by USAID and managed by FHI 360. 
  • The C&G Officer will oversee and monitor the implementation of activities, reporting, communications, and other functions to ensure successful execution of AENN-awarded grants in Borno and Yobe states. 
  • Reporting to the project’s Finance Manager, the position requires a someone who is knowledgeable about USAID rules and regulations, Fixed Obligation Grant (FOG) and standard (cost reimbursable) grant structures and is able to effectively supervise and support AENN’s grant administration.

Key Objective

  • To ensure a well-managed and supervised grants program, which will include working with current grantees to closely monitor activities across states, assist in program realignments as necessary to support AENN objectives, review and approve milestones and invoices, and oversee the close-out and start-up of all grants in compliance with FHI 360 and donor requirements. 

Duties and Responsibilities

  • Conduct routine monitoring and evaluation of grantee activities, validating and documenting activities, providing clear feedback in areas which may require improvement to achieve AENN program goals, and safeguarding against any potential or perceived misuse of funds.
  • Organize and maintain meticulous records for each grantee, tracking and ensuring all necessary documentation (including individual grant agreements, milestones certifications, and payment requests/vouchers) are on file and are implemented on schedule.
  • Act as primary contact point for all AENN grantees regarding technical inputs, progress on implementation, grant award inquiries, deliverables and milestones, budgets, payments, documentation, and compliant grant close-out.
  • Serve as liaison between grantees, AENN technical/financial staff, and the FHI 360 Country Office/HQ to clearly document and address any necessary issues or challenges encountered during grant implementation.
  • Work closely with individual grantees to identify and rectify any delays or problems encountered in the implementation of the grants, ensuring issues are reported immediately to the Finance and Administrative Manager and appropriate technical managers.
  • Participate in the design and solicitation process for future awards as well as the selection of additional grantees; assume a lead role to ensure the process is well-managed and conducted in a timely manner so as to eliminate administrative funding gaps between each new set of grant awards.
  • Ensure grantee adherence to FHI 360 and donor funding requirements and act as a mentor as needed on USAID/FHI 360 regulations.
  • Assist headquarters staff (back-stop and Contracting Officer) with accurate tracking and reporting for federally-mandated reports as they relate to recipients of US Government funding.
  • Manage the compliant close-out of grants awarded by the AENN Project.
  • Oversee the coordination of timely payment based on approved milestones; work closely with grantees to enable CBOs to complete any delayed or incomplete milestones.
  • Assist with the financial oversight and review/processing of payment documentation (receipts) for any cost reimbursable AENN grants (standard grants) as necessary.
  • Collaborate with program staff to establish the program’s annual objectives and outline how to allocate the budget.
  • Design and deliver assistance and training as appropriate for future (FY19/20) grants programs to educate grantees on grant mechanism-specific (ie, FOG or standard grant) US Government regulations and requirements and provide mentorship in writing grant proposals, budgets, and obtaining donor funding.
  • Draft regular reports on the grantees’ progress and activities for senior and technical management as well as appropriate staff at Washington, DC headquarters.
  • Contribute to project work plans, budgets, and annual/quarterly reporting.
  • Other duties as assigned by the Chief of Party.

Qualifications and Experiences

  • BSc. in Business Administration, Accounting or related field and 5 - 7 years relevant experience;
  • Or MSc./MBA with 3 - 5 years relevant experience in an NGO setting.
  • 2 years of experience in a managerial role required.
  • Prior experience working for an international NGO strongly preferred.
  • Experience and good working knowledge of USAID and other US Government organizations’ rules and regulations is required.

Knowledge, Skills and Abilities

  • Demonstrated experience and familiarity with grant-making mechanisms and grantee management; experience administering FOGs is highly preferred.
  • Knowledge of and prior experience with US Government rules, requirements, and regulations (such as familiarity with ADS 303) on solicitations and second-tier funding by prime recipients. 
  • Ability to effectively work independently.
  • High-level organization and documentation skills, including the ability to track and manage the activities of others (grantees).
  • Ability and willingness to travel outside of Maiduguri.
  • Proficiency in Microsoft Office applications such as MS Word, Excel, and Power Point.  
  • Excellent diplomatic and communication skills, including strong written and oral abilities in English.
