Project Overview and Role

  • Global Prosperity Fund’s ‘Skills for Prosperity is a £75m DFID programme, which seeks to improve the cost-effectiveness, access, quality, relevance and equity of skills through innovative approaches in 9 Middle-Income Countries around the world, including Nigeria.
  • In Nigeria, the Skills for Prosperity (S4P) country programme will work in three targeted states to:
    • Improve access to quality Higher Education and TVET for youth and young women, with a focus on improving access to and the quality of apprenticeships, and supporting training institutions to deliver demand-driven, competency-based training,
    • Strengthen education-to-employment linkages, and Build the capacity of training institutions to improve outcomes for vulnerable women and people with disabilities.
    • Apprenticeships, training, and capacity building interventions will focus on identified high growth sectors of the economy (Agriculture / Agribusiness / agro-allied industries; Creative and Entertainment, and Information and Communications Technology sectors).
    • S4P aims to directly benefit youth, vulnerable women and People with Disabilities (PwD) in targeted states of Kaduna in the north, Benue in the central belt, and Lagos in the south.

Primary Duties and Responsibilities
Background:

  • S4P requires a State Manager for Benue with a relevant track record, and interest or experience in the private sector and skills training in the state.
  • The State Manager should have the drive to tackle new and complex challenges and work with us to learn, adapt and deliver sustainable benefits for Benue State and for Nigeria.

Responsibilities:
The Benue State Manager will be responsible for delivering the following:

  • Responsible for programme management and implementation at state level within Benue State, reporting directly to the Team Leader
  • Lead and manage the programme team in the state
  • Oversee and facilitate all S4P skills development interventions in the state
  • Lead the development of policy at state level on behalf of the programme
  • Identify, develop and maintain relationships with stakeholders in state and local government, private sector, academia and in civil society in order to promote and its approach both in-state and in other states, as opportunities arise
  • Collaborate with and report to the intervention managers (PSD, Skills and Equity) to ensure successful execution of interventions at state level
  • Work with MREL team to assess the impact, demand and feasibility of the interventions and facilitate monitoring
  • Feed updates to the Communications and Safeguarding Officer on communications activities and support with developing relevant communications at state level
  • Any other tasks as assigned by the Team Leader.

Level of effort and Location:

  • Full time and located in Benue. No moving allowance provided.

Reporting:

  • The Benue State Manager will report directly to S4P Nigeria’s Team Leader.

Specific Deliverables:

  • Lead in the implementation of all three Outputs’ activities and deliverables at state level in Benue, as well as all cross-cutting activities and deliverables, as outlined and agreed in the final inception report
  • Manage the partner engagement databases on an ongoing basis, and be the main point of contact and relationship builder with key Programme partners at the state level in Benue
  • Manage and implement the Programme Communications Strategy at state level in Benue
  • Manage and implement the Programme Safeguarding Strategy at state level in Benue.
  • Manage the state-level team.

Required Qualifications

  • Graduate degree in Public Administration, Management or related discipline, or a related field.
  • Strong understanding of the Nigerian social and political context and developments in skills development and private sector engagement, especially in Benue State.
  • Demonstrated outstanding leadership, strategic thinking, organizational, supervisory and team-building skills.
  • Demonstrated leadership in managing programme operations.
  • Willingness to travel within Benue state and to Abuja as needed.
  • Proven programmatic, technical and managerial expertise in providing support to institutions to strengthen their management and/or leadership capacity, systems and processes, and sustainability potential.
  • Proven ability to establish and sustain interpersonal and professional relationships with government stakeholder and representatives from other key stakeholders such as NGOs, the private sector, and donors.
  • In-depth knowledge of FCDO-funded projects, regulations, compliance, and reporting will be an added advantage.
  • Ability to multi-task and proven knowledge and skills in use of Microsoft Office Suite (Word processing, Excel and PowerPoint) is mandatory.
  • Excellent oral and written communication skills, presentation skills and fluency in English language.
  • Ability to speak a local language spoken in Benue will be an added advantage.
  • Excellent group facilitation and communication skills; experience in multi-stakeholder consultation, and strategic planning.
  • Strong interpersonal and organizational skills.

  • IHP aim, is to work with state governments to strengthen the key elements of the health system and primary healthcare (PHC) service delivery at state, local government area (LGA), ward, and facility levels.
  • IHP works closely with the government to support rapid scale-up of proven high-impact interventions in health systems strengthening; maternal, newborn, child, and adolescent health; reproductive health; family planning; and nutrition.
  • The State health worker ratio to the population continues to show a decline with increasing vacancy levels, attrition, pressure on fiscal space for Human Resources for Health (HRH) and challenges based on embargo on recruitment of health workers with a resultant HRH shortages at most levels and maldistribution of the available HRH in favour of urban areas.
  • This has affected the availability, accessibility and quality of care delivered at various service delivery points especially essential services.

Job Title: Lead Pediatric Medical Consultant

Title: Provision of Technical Assitance on Management for Severe Cases of Malaria, Pneumonia, and Medically Complicated Acute Malnutrition in Bauchi, Kebbi and Sokoto States (Severe Malaria, Respiratory Illness and Malnutrition in 31 Hospitals across three States: Bauchi (10), Kebbi (10), Sokoto(11)

Description

  • Palladium invites applications from suitably qualified Lead Pediatric Medical Consultants to adapt training protocols and lead a team of 5-6 Pediatric Medical Consultants across three states.
  • The Lead Medical Consultant will support the State Hospital Management Board, Ministry of Health (SMOH), agencies to strengthen management for severe cases of pneumonia, malaria, and severe acute malnutrition (with medical complications) in secondary hospitals of Bauchi, Kebbi and Sokoto states.

Rapid Needs Assessment, Curriculum Design, Preparation for the Training of Trainer (ToT) and Training Readiness: April and May, 2021
The Lead Pediatric Medical Consultant will be responsible for leading the overall curriculum design effort in conjunction with the SMOH, the Hospital Management Board and IHP. This will include:

  • Curriculum review and adaptation of a training manual and job aides using existing (FMOH, WHO, UNICEF) resources;
  • Development of a remote / phone-based needs assessment among secondary facilities to identify training needs according to staff capacities, and available equipment / commodities in each facility;
  • Identification and organization of competency-based training exercises, pre / post-tests, mentoring checklists, organization of training schedules, and training of trainer workshop.
  • All training materials and needs assessments must be reviewed and endorsed. by the State Ministry of Health, the Hospital Management Board and IHP.

Mentor, Monitor and Lead Coordination of 6 Pediatric Medical Consultant Trainers Across Three States: June through September, 2021

  • The Lead Pediatric Medical Consultant will also be responsible for providing quality oversight and coordinating all consultants named in this scope.
  • This will be done in collaboration with IHP staff in Abuja and the Headquarters office in Washington DC. The Lead Consultant will liaise with the Hospital Management Board and IHP in advance of the trainings to ensure the facilities are prepared to receive the training.
  • The Lead Consultant will also provide follow-up mentoring and supervision of the secondary care in collaboration with the Hospital Management Board and staff.

Monitor a Team of Six Consultants to Carry Out the Following Training Requirements

  • When equipment and supplies are available, trainers will provide training in using oxygen equipment and nutrition commodities.
  • When these supplies / equipment are not available, simplified training must be provided to refresh healthcare workers to provide optimal care using available equipment (or prompt referral to tertiary care if needed / appropriate).

Consultancy services for technical support in documenting Models of referral and emergency transport systems identified, lessons and outline recommendations for a harmonized approach to referral and linkage, with additional guidance on state-wide implementation of ETS for Bauchi

Palladium invites applications from suitably qualified individual consultants to provide technical support to develop an effective referral system to ensure a close relationship between all levels of the health care levels and helps to ensure people receive the best possible care closest to home. It also assists in making cost- effective use of hospitals and primary health care services.

In this Request for Proposal, Palladium expects applicants to develop a customized solution and proposal to Palladium for consideration. Bidders are required to provide justification for the work proposed or methodology to be adopted. This will be a Best Value procurement.

In fiscal year 2020 / 2021, IHP in Bauchi will provide technical assistance to PHC teams, LGHAs, and secondary hospitals to improve functionality of referral systems through the Consultant. IHP will use quality improvement processes to analyze the referral system and test solutions to remove barriers.

IHP will work to strengthen and expand existing emergency transport schemes through capacity building. Emergency transport would address transport for all emergency danger signs, particularly during pregnancy, intrapartum, the post-natal / newborn period and for child survival emergencies including severe and life-threatening cases of pneumonia, fever, diarrhoea and malnutrition.

The consultant will serve as a lead in providing technical assistance to the SMOH and its agencies to explore models to strengthen and expand existing emergency transport schemes and document the lessons learnt and recommendations.

  • Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.
  • Palladium is seeking a Senior DevOPs engineer on a 5-month full time consultancy who will provide technical expertise for the development and implementation of HIV information systems toward a unified architecture.

Position Summary

  • We are looking for a Senior DevOps Engineer who will work closely with the HIS software solution developers to support the maturity of the microservices architecture for different solutions to achieve full or near-full automation and orchestration of tools.
  • The Senior DevOps Engineer will also support the Dev teams to improve CI/CD tooling and support the Dev teams in ensuring that they adhere to a strict release management cadence through automation.
  • The Senior DevOps Engineer will additionally support the Quality Assurance team to deploy open-source tools for test case development and execution and develop tools for continuous monitoring of system health and security of all our technological products.
  • This position is for an initial 5-month period subject to funding considerations.

 Essential Duties and Responsibilities

  • Implement open-source tools for CI/CD and testing.
  • Provide capacity building for the maintenance of open-source tools for CI/CD and testing
  • Institute the DevOps culture within the HIS solutions development team
  • Train the Dev team in DevOps best practices to achieve continuously deployable systems.
  • Implement and improve monitoring and alerts across the suite of HIS products by automating performance monitoring, reporting any downtimes and carrying out root cause analysis.
  • Develop the tooling to support microservices orchestration.

Minimum Qualifications

  • BSc. in Computer Science, Engineering or a related field (such as Telecommunications or IT).
  • At least five (5) years of professional experience directly supporting the development, operations, maintenance and/or security of mission critical systems.
  • Training on Lean or Six Sigma is an added advantage.

Required Experience: 

  • Extensive DevOps experience including case handling and resolution, platform security, programming and scripting (Bash, Perl, Python, Java), server management (Linux, Windows, UNIX), and database scripting (SQL, NoSQL and distributed databases).
  • Extensive device management experience on platform health monitoring, reporting, scripting, data-mining, and business intelligence.
  • Excellent understanding and deployment of virtualization and containerization technologies.
  • Understanding of DevOps pipeline impact on product management and user experience (UX).
  • Extensive experience in system and data migration for mission critical technologies.

Skills and Abilities: 

  • Minimum of 5 years of Linux and Windows administration experience for mission critical systems.
  • Minimum of 5 years of experience with system databases (SQL and NoSQL) at Enterprise level.
  • Experience with a variety of programming and scripting languages and frameworks, including but not limited to Java, SOAP (XML), REST (HTTP), Bash and Python.
