Job Title: Consultancy on the Compilation of an Annotated Bibliography of Corruption

Job Location : Home Based, NIGERIA

Background
As part of UNODCs project NGAX60 supporting anti-corruption efforts in Nigeria, one of the aims is to assist in enhancing research capacities and efforts in order to facilitate an evidence-based approach to anti-corruption policy formulation. Therefore, there is a need to identify the state of research on anti-corruption in Nigeria, published both within and outside Nigeria. UNODC is seeking a consultant with expertise in compiling and annotating bibliography.

Duties and Responsibilities

To collect, compile, collate, annotate and produce a bibliography of literature corruption related to corruption in Nigeria

Under the overall guidance and supervision of the Project Coordinator, the consultant will:

Identify corruption related literature focused on Nigeria;
Collect and collate a detailed bibliography of not less than 500 entries;
Arrange the references in line with the APA manual of style 6th Edition;
Supply a brief abstract of between 600 and 1,200 characters (without spaces) as an annotation to each entry;
Categorise the entries by disciplines and other sub-categories;
Prepare a table of contents including a table of acronyms;
Prepare an index;
Prepare a table of references inclusive of URLs for online documents; and
Have the document edited;
Produce and share with UNODC a working draft every three (3) weeks;
Update working draft and produce an annotated bibliography titled: “Corruption in Nigeria; An Annotated Bibliography”;
The bibliography should draw from a broad range of disciplines including: economics, political science, anthropology, religion, law, psychology, sociology, history and philosophy.
Sources for the bibliography should include articles from academic and professional journals, books, bibliographies, monographs, conference proceedings, grey literature, government reports and white papers, published locally and internationally.

Competencies
Functional Competencies:

Strong and proven capacity to conduct critical literature review;
Ability to conduct multi-disciplinary research;
Experience in drafting abstracts for academic purposes;
Excellent skill in data collection, collation, communication and report writing skills in English;
Ability to deliver results in a timely manner.

Required Skills and Experience
Education:

Advanced university degree in library studies, archival studies, law or in any of the humanities or social sciences.

Experience:

A minimum of seven (7) years of progressive research experience in corruption, law, governance, humanities, library studies or social sciences;
Good academic writing skills;
Experience in compiling annotated bibliographies would be an asset.

Language:

Fluent in English.

Documents to be included when submitting the Proposals:
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Proposal explaining why they are the most suitable for the work;
P11 that can be downloaded from http://europeandcis.undp.org/files/hrforms/P11_modified_for_SCs_and_ICs.doc;
Financial proposal specifying a lumpsum for up to a 60 day period with payments based delivery of activities, which should include all related expenses including all envisaged costs.

Individual consultants will be evaluated using the Cumulative Analysis methodology.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
Technical Criteria weight: 70%;
Financial Criteria weight: 30%.

Technical Criteria:

Progressive evidenced experience of research in corruption, law, governance, humanities, library studies or social sciences 45%;
Good academic writing and English language skills 40%;
Experience in compiling bibliographies 15%.
Only candidates obtaining a minimum of 70 percent of technical would be considered for the Financial Evaluation.

Financial: 30 points

Performance Indicators:

Timely submission of completed bibliography;
Substantive and linguistic quality of document produced;
Acceptance of the assessment report by UNODC.
