Background
UNODC is a global leader in the fight against illicit drugs and international organized crime. UNODC is implementing a large-scale project funded by the European Union under the 10th European Development Fund (EDF), Project NGAV16 – Response to Drugs and Related Organized Crime in Nigeria, which aims at supporting Nigeria's efforts in fighting drug production, trafficking and use, and in curbing related organised crime including counterfeit narcotics and psychotropic substances became operational in January 2013. The project proposes a balanced approach to drug control, with equal attention paid to drug interdiction and drug demand reduction, including drug prevention, treatment and care (DPTC).
Against this background, a consultant was recruited to review the existing drug dependence treatment capacity in the governmental facilities, by geo-political zones in 2013. Based on the findings of the assessment of 17 drug dependence treatment centres the consultant recommended 6 centres to be upgraded or supported to act as regional training centres and 11 as model drug dependence treatment centres in Nigeria. The centres that are selected as zonal training hubs will be required to provide training to a range of practitioners across Nigeria using the UNODC Treatment model as well as other training modules as required.
In line with the Treatmet training cascade for Nigeria, the regional training hubs will nominate Master Trainers, who in turn will train Zonal Trainers in each of the geo-political zones. UNODC will build the capacity of service providers on drug dependence treatment using the UNODC Treatnet Capacity Building Package.
Duties and Responsibilities
Volume A: Screening, Assessment, and Treatment Planning
Module 1: Screening and Brief Intervention using the ASSIST;
Module 2: Addiction Severity Index (ASI);
Module 3: Treatment Planning M.A.T.R.S.: Utilizing the ASI.
Volume B: Elements of Psychosocial Treatment
Module 1: Drug Addiction and Basic Counseling Skills;
Module 2: Motivating Clients for Treatment and Addressing Resistance;
Module 3: Cognitive Behavioural and Relapse Prevention Strategies.
Volume C: Addiction Medications and Special Populations
Module 1: Addiction Basics: Alcohol and Benzodiazepines; Psychostimulants, Volatile Substances, and Cannabis;
Module 2: Opioids: Basics of Addiction; Opiate Agonist, Partial Agonist, and Antagonist Therapies;
Module 3: Special Populations: Individuals with Co-Occurring Disorders, Women, and Young People.
Volume D: Administrative Toolkit
Topic 1: Improving Client Access and Retention (NIATx);
Topic 2: Clinical Supervision Techniques;
Topic 3: Program Evaluation Methods;
Topic 4: Reducing the Harm of Drug Use and Dependence and HIV Risk Reduction.
