Job Title: Contractor to Deliver USG Contracts Training

Program Name: Heartland Alliance International-Nigeria USG Contracts Training
Performance Date: 3 days in any of the following months: September, October, or November 2018
Purpose

  • Heartland Alliance International is seeking a consultant to conduct training on US Government Contracts for our staff in Abuja, Nigeria for 3 days.
  • The training should cover procurement, financial, human resources, project management, and other elements of contract management including key clauses in the FAR, AIDAR, and other relevant regulations to implement USAID and other USG contracts.
  • Training may be conducted as web-based or in country.

Request for Proposals
Deliverables:

The vendor will complete the deliverables per the following schedule:

  • Development of curriculum for a 3-day training (or as the vendor recommends) to be shared with HAI before training start-date;
  • Materials that need printing or collated must be sent to HAI 5 days prior to service start-date;
  • Development of pre and post tests for training;
  • Prepare a file of resources for USG Contracts (PowerPoint, documents, etc.);
  • Conduct USG Contracts training for 30 attendees;
  • Training report;

Evaluation Criteria
HAI is seeking two trainers that meet the following criteria:

  • Strong interpersonal and intercultural communication skills;
  • Must have ability to travel to Nigera for up to 7 days;
  • Extensive knowledge of FAR, AIDAR and USG Code of Federal Regulations, experience with HIV/AIDS and/or health awards strongly preferred;
  • Experience working with non-profit organizations or NGOs;
  • Experience working in Sub-Saharan Africa or other cross-cultural environments preferred.

Job Title: Director, Strategic Information and Knowledge Management (SKM)

Job Description

  • This position will support the “Integrated Most at-risk Populations HIV/AIDS Prevention Program” (IMHIPP). IMHIPP includes HIV/AIDS prevention and health services in seven states with over 100 staff and a project budget of over $29 million. IMHIPP mitigates the impact of HIV/AIDS on key affected populations (KAP) and their partners.
  • The project focuses on providing targeted, high-quality prevention, sexual transmitted infection (STI) diagnosis and management, HIV testing services (HTS), referrals for HIV treatment, and other related activities.

Essential Duties and Responsibilities
Routine Program Monitoring and Reporting:

  • Develop and implement Performance Monitoring and Evaluation Plans to include clearly defined indicators that reflect a causal model or results framework, operational protocols for collecting data and a system for the consistent and accurate collection, collation, analysis and use of data as well as clarity on the evaluation approach for outcome and impact level results
  • Lead the planning, co-ordination and implementation of the overall Nigeria M&E team work plans
  • Implement standard operating procedures to ensure accurate and timely data reporting, minimization of risks, and adherence to data quality standards, including periodic Internal Routine Data Quality Assessments, and, where necessary, make adjustments as per the data audit findings
  • Ensure timely and accurate quarterly reporting and support the preparation of annual reporst for Nigeria

Capacity Building:

  • Provide and support planning and implementation of trainings in project monitoring and reporting as needed by Nigeria staff and local implementing partners
  • Support the state offices to build the capacity of programs staff/in M&E including the design of relevant tools used by Nigeria team and partners. Assess the monitoring and evaluation needs of local implementing partners and developing capacity building plans to address the needs identified.

Evaluation, Learning, and Research:

  • Conduct quantitative and qualitative analysis to inform documentation of progress, impact, and lessons learned from  Nigeria programs
  • Manage the process of program learning and contribute program learning to Nigeria communications and knowledge management initiatives, ensuring the communication of best practice recommendations are promoted within Nigeria and to external organizations
  • Lead and coordinate the planning and implementation of periodic impact evaluation studies and research studies, in conjunction with the Technical Advising team, and ensure that all such activities are in line with organization policies and practices

External Engagement, Strategic Planning, and Program Development:

  • Establish SKM team objectives for forwarding achievement of the organizational strategic plan; ensuring adherence to quality and timelines of the deliverables
  • In conjunction with Director of Programs, undertake new program development, including the development of concept notes and project/program proposals
  • Represent the organization in meetings, workshops, and conferences with external stakeholders such as other development & CSO partners, donors, government and technical working groups

Qualifications

Education and/or Experience:

  • Commitment to international human rights
  • Degree in epidemiology, biostatistics, public health, international health, or related discipline
  • Master’s degree preferred
  • Minimum of five years’ experience in monitoring and evaluation at the community, state and national levels. Experience must include;
    • Health Programs, preferably related to HIV/AIDS and reproductive health
    • Use of data to inform decision making, communication, planning resource allocation and other strategic initiatives
    • Demonstrated understanding of and familiarity with data processing, database design, data entry systems, and health information systems
    • Working knowledge of quantitative and qualitative evaluation research methods as well as descriptive, inferential, and advanced statistics.
  • Excellent oral and written English communication skills
  • Knowledge of Local Language preferred

Technical Skills:

  • Detailed knowledge of project design, monitoring and evaluation tools and processes
  • Experience conducting and managing evaluations and assessments in low-resource countries
  • Highly proficient at qualitative and quantitative data analysis
  • Demonstrated ability to train staff and implementing partners on M&E concepts, tools, and processes
  • Experience leading organizational learning events

Job Title: Multimedia Storytelling Consultant

Position Summary

  • HAI seeks to use a multimedia platform to better showcase its life-changing work in Nigeria with a broad range of audiences.
  • The selected production company will be expected to work alongside HAI’s country teams to artistically showcase the trajectory and impact of its IMHIPP Program and Greenhousing model.

Essential Duties and Responsibilities

  • Pre-Trip planning: work closely with HAI’s External Relations department and country teams to craft a clear scope of work and timeline for each country.

In Country Responsibilities:

  • Work with staff to identify key storytellers to capture meaningful stories that succinctly show case HAI’s key programs and models through short clips of character stories, a program video, photos, and a written report. In Nigeria, this will focus on HAI’s IMHIPP Program and greenhousing model.
  • Plan and lead a story telling training session with in-country staff for two (2) days

Qualifications

  • We are looking for outstanding professionals who have a demonstrated passion for human rights work to help highlight the major impacts of a nine-year HIV/AIDS program. Candidates who meet the below criteria are strongly encouraged to apply:
    • 5-8 years of experience producing documentaries both in the public of private sector;
    • Willingness and ability to travel across Nigeria for a duration of approximately 10 days;
    • Members of crew must have past experience with international travel and to remote locations; preferably West Africa;
    • Crew must be willing to undergo a security training and briefing before travel;
    • Commitment to advancing human rights

Deliverables:

  • Develop two (2), four (4) minutes characters stories;
  • Produce one (1) seven (7) minute program video;
  • Capture 35 still professional photos;
  • Plan and lead a story telling training session with in-country staff for two (2) days;
  • Submit a written report highlighting the trajectory and main accomplishments of the program and HAI’s green-housing model.
