The Federal Ministry of Water Resources, as the focal point of the Lake Chad Basin Commision (LCBC) matters in Nigeria, wishes to draw the attention of the general public to the underlisted positions which have been declared vacant by the Executive Secretariat of LCBC:

1.) Modeller

Job Location: N’Djamena, Republic of Chad

Duration of the contract: One (1) year renewable

Category: C5

Status: For nationals of LCBC member countries only

Responsibilities:
Under the supervision of the Director of Water Resources and Environment, the modeller shall perform the following:

  • Development, updating and perpetuation of the planning model
  • Presentation of the planning model to LCBC Member States and partners;
  • Communication to value the use of this model by LCBC Member States and partners;
  • Use of a model upon request of stakeholders.


Main activities
Development of the model

  • Improve the model integrating the state of knowledge about the ground water and its relation with the surface water. Connect the WEAP model with the ground water model (MODFLOW for instance);
  • Improve the modelling of floodplains in the Lake Chad basin;
  • Integrate a model rain-ETP-discharge in the WEAP, enable climate change scenarios (type <<vegetation>>)
  • Connect the WEAP model with the water quality model (QUAL2K for instance);
  • Update the model according to the improvement of the knowledge on the water resources (quantity and quality of the ground and surface water) in the Lake Chad basin specifically in areas which are not frequently monitored (new measurements and studies);
  • Update the model through the water management rules, specifically the management of regulatory structures and the upcoming implementation of the Water Charter.
  • Develop an economic interface using the WEAP economic modelling tool.


Use of the model

  • Work as part of a team with LCBC staff and meet their modelling needs;
  • Model different water management scenarios in line with various projects of Member States and LCBC procedures (notably the notification procedure, the requests for registration of water utilisations, water management projects which may have a cross-border impact ...).
  • Contribute to the debate on the optimisation of water resources measurement systems in the tributary basin of Lake Chad.


Communication on the model

  • Restitute the results of the model to LCBC staff, Member States and partners;
  • Participate in both external and internal communication assignments about the use and the development of the model.


Required Qualifications and Compitencies:

  • MSc or an equivalent certificate/diploma in hydrology and/or water management.
  • Work experience in the modelling of water resources;
  • Work experience in pads, validation and use of a hydrologic model; Work experience in the TWRM in an LCBC Member State and br a basin organisation
  • A modelling experience with WEAP is an asset
  • A work experience of 5 years minimum.
  • Be proficient in both French and English; Excellent written and oral communication skills.
  • Be proficient in the use of spreadsheets (type MS-Excel), word processing (type MS-Word) and presentation (type MS-PowerPoint)
  • Be able to work as a member of a team in a multicultural environment, proactive and motivated by technical modelling tasks.



2.) HR Development Expert

Job Location: N’Djamena, Republic of Chad

Contract duration: One (1) year renewable

Category: CS

Status: For nationals of LCBC member countries only

Responsibilities
Under the authority of the Director of Human Resources, the HR Development Expert is in charge of the following:

  • Promote staff performance development;
  • Take part in the implementation of various HR related projects.


Main activities:

  • Prepare and supervise the campaign of annual staff assessments;
  • Develop a training plan in cooperation with the other Departments;
  • Supervise the implementation of the training plan for quality and performance improvement;
  • Ensure the implementation of career plans;
  • Contribute actively in HR and communication joint projects.



Required Qualifications and Compitencies:

  • The applicant should hold at least a Master Degree in HR or in Management or in a relevant field.
  • The candidate should have at least five (5) year professional experience.
  • The applicant should have a good working knowledge of HR related project management methodologies, and be an expert in HR development issues;
  • The candidate should have excellent interpersonal skills and be able to communicate clearly, to work in a multi-disciplinary team, to coordinate and to adjust to a multicultural working environment;
  • Fluency in one of the LCBC’s working languages, namely English or French, and a good command of the other language. Fluency in both two languages would be and an advantage.



3.) Director of Human Resources


Job Location: N’Djamena - Republic of Chad

Contract duration: One (1) year renewable

Category: C3

Status: For nationals of LCBC member countries only

Responsibilities
Under the authority of the Director General of Administration and Finance (DGAF), the Director of Human Resources is in charge of the following:

  • HR Planning and management
  • HR performance management
  • HR development and training
  • Management of salaries, compensations and other relevant HR payments.


Main activities:

  • Implement best practices in terms of HR;
  • Supervise organizational succession planning and key performance indicators
  • Supervise staff annual evaluation and management
  • Supervise the preparation of in-house, on-the-job and off-the-job training
  • Monitor the implementation of approved development plans
  • Ensure compliance with collective agreements and Labour Law.


Required Qualifications and Compitencies:

  • The Applicant must hold a university higher diploma (HR Management, Business Science, Social Sciences).
  • A sound experience in HR related fields
  • A proven experience in leading multidisciplinary and multicultural team
  • Good personal organization skills
  • At least five (5) years in supervisory and management capacity at the international level.
  • Excellent management and communication skills
  • Polyvalent, excellent organisational skills, and leadership and management skills
  • At least eight (8) years experience in HR field and financial management
  • Fluency in one of the LCBC’s working languages, namely English or French, and a good command of the other language.
  • Fluency in both two languages would be and an advantage.



4.) Director General of Administration and Finance

Job Location: N’Djamena — Republic of Chad

Contract duration: Three (3) years renewable

Category: Cl

Status: For nationals of LCBC member countries only

Responsibilities:
Under the authority of the Executive Secretary, the Director General of Administration and Finance is in charge of the following:

  • Support the Directorate General of Operations to formulate the LCBC annual working plan in order to implement the Strategic Action Programme (SAP) and prepare the financial part of the annual activity report at the end of the financial year;
  • Monitor the annual budget and investment planning;
  • Implement and supervise regulations and procedures for the effective management of resources and services;
  • Manage external relations with relevant actors/stakeholders.
  • Supervise Estimates submitted by LCBC projects, programmes, and internal technical departments;
  • Supervise the management of contracts (relating to procurement, grants, loans, etc)
  • Ensure that funds are used with due respect to economy and efficiency principles;
  • Ensure that accepted financial management and accounting standards are implemented;
  • Supervise HR performance and development management;
  • Manage relations with banks and tax and regulatory authorities;
  • Implement performance management system.


Required Qualifications and Compitencies:

  • The candidate should hold a Master Degree or higher in one of the following relevant fields: Economy, Finance, Management, and HR).
  • Sound experience in financial and administration management;
  • Proven experience in leading a multidisciplinary and multicultural team;
  • Good organizational skills;
  • Good knowledge of administrative regulations and procedures applied by the various donors of the Commission (AfDB, EU, WB, etc;
  • Good experience in Organizations management;
  • Computer literacy in Word, Excel, PowerPoint, Internet, accounting softwares);
  • Fluency in one of the LCBC’s working languages, namely English or French, and a good command of the other language. Fluency in both two languages would be and an advantage.
  • Excellent Management and Communication skills;
  • Excellent ability in personal organization skills;
  • Macro-level and management skills.
  • At least twelve (12) years experience in accounting, auditing, financial and human resources management. He must have at least six (6) years in a supervisory and managerial capacity or in a similar position at the international level.
