National Advisor on Governance Monitoring and Evaluation
Background
The Independent Monitoring and Evaluation Project (IMEP) is a project of 5 years duration involving the provision of independent monitoring and evaluation services to the Department for International Development (DFID) in relation to a suite of 5 large Government support Programmes (the ‘State Level Projects’). IMEP is implemented by a consortium of European and Nigerian Companies led by Ecorys of the Netherlands.
The project team will consist of a number of full-time Nigeria-based staff (national and ex-patriate) and international advisers who will provide services to the project on an intermittent basis. The Nigeria-based staff will be based in Abuja. The National Advisor on Governance Monitoring and Evaluation will be a member of the Abuja-based team.
Duration of Assignment
The position will be full time for two years[1], with the possibility of extension for a further two years, subject to funding.
Tasks to be Performed
The National Advisor on Governance Monitoring and Evaluation will be responsible for carrying out the following tasks:
1. Quality assure two of the state projects – State Partnership for Accountability Responsiveness and Capability (SPARC) and State Accountability and Voice Initiative (SAVI) monitoring and evaluation systems and provide guidance and support on their improvement (where necessary).
2. Support the organization of project reviews (Project Completion Review: Mid-Term Review: Annual Reviews) for the SPARC and SAVI projects.
3. Participate in the periodic reviews of SPARC and SAVI when necessary.
4. Review quarterly progress reports of SPARC and SAVI and summarize project progress using IMEP’s own project monitoring summary tools.
5. Review and validate selected data and information provided by SPARC and SAVI in relation to its performance indicators, and provide constructive feedback to the project teams on areas where the data needs strengthening.
6. Participate in the planning and management of the collection of additional data in the states which are intended to enable the overall combined outcomes and impact of the suite of State Level Programmes in focus states to be assessed.
7. Participate, where needed, in the development and delivery of a programme of M and E capacity-building in monitoring and evaluation for selected beneficiaries
8. Ensure the effective storage and management of all relevant data and information collected by IMEP relating to the progress and performance of the SPARC and SAVI projects.
9. Support the development and dissemination of knowledge products arising from the work of the Independent M and E Project, with a focus on governance strengthening in the focus states.
The above tasks will be carried out under the technical guidance of, and with the technical support of, the project’s international Subject Leaders for SPARC and SAVI and also the IMEP National Programme Manager.
Person specification
§ Holder of university degree at Masters level or above in a relevant subject (such as development management, government administration reform or public sector management).
§ Possesses at least 7 years’ experience in the implementation of projects supporting governance reform in developing countries.
§ Possesses at least 5 years’ experience in the design and implementation of monitoring and evaluation systems and/or conducting evaluations in areas related to public sector governance reform in developing countries.
§ Strong understanding of and experience with governance development programmes in Nigeria.
§ Extensive understanding and experience of capacity-development approaches and tools, and significant experience in the design and delivery of training programmes and the development of training materials.
§ Excellent written and communication skills.
§ Flexibility and an ability to develop strong working relationships in a complex working environment.
§ Previous experience working as a consultant on large and complex development programmes (preferably).
Reporting
The National Advisor on Governance Monitoring and Evaluation will report to the project’s National Programme Manager.
Location
The position will be based within the project’s Abuja office and will involve frequent and sometimes protracted visits to the SLP states.
