JOB DESCRIPTION:

The National Institute for Legislative Studies (NILS) was established early in 2011 following the enactment of the enabling legislation. NILS is designed to be a centre of excellence providing technical support to the work of the National Assembly through research and publications on democratic governance, and legislative practice and procedures.

JOB TITLE: RESEARCH FELLOW I AND II- SOCIO-POLITICAL RESEARCH
JOB LOCATION: Abuja

RESPONSIBILITIES

  • Conducting research on Macro-economic policies as it affects the Institute and other professional activities.
  • Undertake Bills/Policy Analysis assignments.
  • Academic guidance to Subordinates
  • Participating in Conferences, workshops, seminars and design/delivery of training programmes


 REQUIREMENTS

  • A doctorate degree plus at least 3 years of experience as a research fellow
  • Or a doctorate degree plus at least 6-10 years post-master’s degree experience
  • Strong evidence of research and at least 5-8 publications in reputable National and International journals.


JOB TITLE: DEPUTY DIRECTOR: SOCIO-POLITICAL RESEARCH
JOB LOCATION: Abuja


RESPONSIBILITIES

  • Prepare relevant research and policy reports that will be of interest to legislators and other stakeholders in the policy arena.
  • Collaboration with the training department to implement its training programmes.


 REQUIREMENTS

  • A doctorate degree in relevant disciplines, which include but not limited to, Political Science, History, Sociology, Philosophy etc. plus Master’s cognate 15 years of experience and 18 publications in reputable National and international journals


JOB TITLE: RESEARCH ASSISTANT/OFFICER
JOB LOCATION: Abuja

RESPONSIBILITIES
Assisting in research and training activities of the Institute

REQUIREMENTS

  • First degree (2nd class upper division) and a Master’s degree in Economics
  • Evidence of research work.
  • Candidate must possess requisite qualifications plus 1-3 years post-qualification cognate experience



JOB TITLE: RESEARCH ASSISTANT-SOCIO-POLITICAL RESEARCH
JOB LOCATION: Abuja

RESPONSIBILITIES

  • Assist in carrying out surveys, collection and analysis of data relating to socio-political problems
  • Any other relevant task as may be directed by superior officers


 REQUIREMENTS

  • An honors Bachelor’s degree obtained at first class or second class (upper division) and a master’s degree in disciplines such as Economics, Law, Political Science and other approved by Management

RESPONSIBILITIES

  • Assist in conduction medium and long-term impact analysis of the budget and other evaluation studies that would improve on budgeting in Nigeria
  • Conduct Bills and Policy analysis activities in relevant fields
  • Collaborate with the training department to implement its training programmes.


 REQUIREMENTS

  • Minimum academic requirement of a Master’s degree in relevant areas of specialization, which includes but not limited to, Finance, Accounting, Public/business Administration.

JOB TITLE: DIRECTOR
JOB LOCATION: Abuja


RESPONSIBILITIES

  • Coordinate policy and data reports form subordinate officers for onward submission to the Direction General
  • Advice and supervise development and operationalization of policies among the four units


 REQUIREMENTS

  • Minimum academic qualification of a Master’s degree in relevant areas, which includes but not limited to Economic, Political science and Development Studies.
  • A doctorate degree is preferred.
  • In addition, a minimum of 18 years post Master’s degree research experience acquired from a reputable research and/or training institutions
  • The research experience should be manifested in at least 24 publications in reputable national and international journals and books in relevant fields


JOB TITLE: OFFICER – MONITORING AND EVALUATION
JOB LOCATION: Abuja


RESPONSIBILITIES

  • Design and implement capacity needs assessment surveys periodically
  • Tracking of programmes implementation in relation to work plans
  • Designing and implementing impact assessment surveys.


 REQUIREMENTS

  • A good honors degree, not below second class lower division in the social sciences or any other approved discipline, from a recognized University plus a master’s degree in areas of interest to the institute, which includes but not limited to project management/analysis, Business management/Administration
  • A doctorate degree will be an advantage
  • Minimum of 3 years cognate experience


JOB TITLE: MANAGER-MONITORING AND EVALUATION
JOB LOCATION: Abuja


RESPONSIBILITIES

  • Overall management of the division
  • Ensure that work plans and strategic plan of the institute have monitoring components
  • Tracking of programmes implementations as defined in work plan and strategic plans of NILS
  • Monitor and evaluate outcomes of NILS information management activities and training programs
  • Evaluate usefulness and quality of programs delivery through administration of questionnaires to participants of training programmes and users of other activities of NILS
  • Advice on more effective capacity development programme regularly.


REQUIREMENTS

  • A good honors degree, not below second class lower division in the social sciences or any other approved discipline, from a recognized University plus a master’s degree in areas of interest to the institute, which includes but not limited to project management/analysis, Business management/Administration

RESPONSIBILITIES

  • Assist the Legal Adviser with necessary legal briefing and documentation
  • Ensure that all statutory processes and procedure are followed and complete

RESPONSIBILITIES

  • Supervise and provide practical training to subordinates

  • Media monitoring to determine matters that affect the Institute. Also, required write feature articles and booklets/pamphlets relating to the institute’s activities.


 REQUIREMENTS

  • Possession of a Master’s degree from a recognized university, preferably in the area of arts, social sciences with at least 3 years cognate experience.

  • Report to communications Adviser

  • Responsible for production of institute’s weekly and monthly news bulletins and magazines
  • Developing and organizing the National and International Visibility of NILS
  • Initiating the review of Information and Public relations Policies and programmes


 REQUIREMENTS

  • Minimum academic qualification of a master’s degree
  • Minimum of 5 years post Master’s cognate experience preferably in administrative or management position

RESPONSIBILITIES

  • Plan and coordinate internal audit functions of the institute with a focus on accounting/finance, information technology, project management and security operations.
  • Executing detailed audit procedures, including reviewing transaction, documents, records, reports and policy
  • Conducting investigations of possible cases of fraud.
  • Provision of assistance into the accounts division in the planning of external audits and implementation of audit recommendation
  • Provide pro-active advice and assistance to management with respect to control matters.
  • Assessing risk and determining the effectiveness of internal controls and the potential impact on internal control deficiencies
  • Other functions may be assigned by the Director-General


 REQUIREMENTS

  • A good honours degree or HND in accounting from a recognized institute/university plus the professional diploma of the Association of National Accountants of Nigeria
  • Possess the Final Certificate of Professional Accounting bodies such as ICAN, ACCA, CIPF, ICMA and ICPA
  • Minimum of 12 years of cognate experience
