PROJECT ENGINEER(for Amenam OWT Upgrade Project)

JOB TITLE : PROJECT ENGINEER(FOR AMENAM OWT UPGRADEPROJECT
POSITION TO REPORT: PROJECT LEADER

 

ACTIVITIES

  • To follow project estimates/budgets and plans for works including extra works, follow the cost control process and ensure
  • projects are executed in line with approved budgets.
  • To monitor the project planning and coordinate the progress control activities associated with the overall project schedule
  • and individual contract work time schedule
  • To assist in coordinating project activities from initiation, through work seeping. engineering and design, tendering, execution
  • engineering, execution to handover.
  • To contribute to the evaluation of engineering, procurement, construction, installation and review/approval of deliverables
  • from the respective Contractors
  • To organise assistance from TOTALcorporate organisation or from external specialists as necessary
  • To actively participate in meetings with TOTALE&P project personnel, co-venturers and client representatives
  • To define, mobilise and coordinate the activities of various site supervision teams and contractors on project and ensure
  • project is executed in line with project objectives (cost, target etc.) in adherence to quality and safety requirements.
  • To identify deficiencies, issues/problems that cause delays, recommend solutions and drive approved remedial actions.
  • To organise and participate in the HAZOP,PTRs,SPOT,JSAs/JRAreviews
  • To provide project consolidated reports to the Project Leader, Manager Projects, and control the internal and external
  • reporting with other departments.
  • To maintain contact with hierarchy, vendors and contractors and resolve all technical and contractual issues.
  • To hand-over fully documented and commissioned installations to Operations/Prod start up team.
  • To act and represent Project Leader (AMN OWT Project) during his absence or when under specific delegation.


CONTEXT AND ENVIRONMENT
Typically PHCoffice based with regular missions to OML 99 as projects demand.
Currently he will report to the PROJECTLEADERfor AMENAM OWT UPGRADEPROJECT(Involving the installation of a new OWT
unit fully assembled (weight approx 300T), piped and cabled on a new steel structure complete with instruments, electrical
equipment, piping and valves.) with tie ins to AMPl & AMP2 in OML 99.

 

RESPONSIBILITIES

  • The Project Engineer shall be responsible for assisting the Project leader to Coordinate Surface Facilities activities project in a safe manner and in compliance with company objectives and HSE standards and procedure up to $50M
  • Permanently in liaison with other sections of Engineering, Const. & Projects division, Site supervision teams, other departments
  • (Procurement, Contracts, JV, Production, Community affairs, Safety), head office and external authorities manufacturers, Vendors
  • Engineering contractors and National authorities.
  • Direct Subordinate Positions: Site Superintendents & Engineers, Procurement Engineer, QA/QC engineer, Contracts Engineers


CONSTRAINTS:

Selection of competent installation contractor given the criticality of the Project, Contract approval delays, Majorequipment procurement & delivery, shipping & clearing long processes/regulations, offshore works logistics, intervention on producing & congested platforms etc.
Work location is both offshore and onshore where security threats are on the increase.

ACCOUNTABILITIES

  • To ensure AMENAM OWT UPGRADEproject is executed to project objectives(budget, target, quality and requirements)
  • To ensure management and the head office are properly in phase with project work progress.
  • To coordinate works and ensure site is provided with the required engineering and management support.
  • To carry out progress control activities and approve work completion certificates on behalf of company.
  • To provide technical guidance, advice and recommend for approval Electrical & instrumentation designs, procedures,
  • specifications, works and services for the Construction & Projects dept.


QUALIFICATIONS/ EXPERIENCE REQUIRED

  • Bachelor of Engineering with minimum 10 years relevant experience in Oil & Gas installation, construction and maintenance
  • projects.
  • Technical and human resources knowledge necessary for running successful tasks within times and budgets fixed.
  • Experience in HSE procedures and standards
