JOB TITLE: PROJECT OFFICER QUANTITY SURVEYOR
JOB LOCATION: NIGERIA
JOB DESCRIPTION
- Support the Planning Engineer in the development of Cost estimate for inputs into project appraisals and business plan development.
- Knowledge transfer of the QS discipline to all project members and procurement function
- Subject matter expertise input as applicable for all project construction works
- Act as Quantity Surveyor for projects, liaising with other professional or technical staff employed on the project as appropriate
- Develop and document the QS system processes for Sahara Bulk projects
- Develop Cost option appraisals, product life costings, budget estimates, cost planning for the Tender management process for all projects and procurement function requirements
- Perform planned site inspections for validation of material supplies and material handling procedures
- Provide cost impact report for all change request and approved variation works
- Develop historical cost analysis and projections with consideration of identified change factors for inputs into the cost estimation process
- Provide the Project Manager with all necessary reports including value for money reports reviewing tenders received against budget and regular cost reports for inclusion in monthly progress reports
- Assist the Project Manager in the capacity of a Contract Administrator by certifying contractor payments, contract claims, proposed variations, tendering procedures, monitoring/forecasting costs against budgets and preparing final accounts
- Assist the Planning engineer in preparing and pricing of project risk plans and work packages
- Assist in the development of price trend analysis and projections for contracting/procurement strategy and best value solutions
QUALIFICATION
- B.Sc Quantity Surveying – with minimum of 3 years experience of Oil downstream business
SKILLS
- Familiarization with Project management methodology with CAPM certification an advantage
- Process development skills and awareness of system thinking concept
- Cost engineering role with exposure to tendering process, contract administration and development of Bill of Materials.
- Excellent skills in the use of Microsoft office and Microsoft Project.
- Strong negotiation and purchasing skills
- Strong financial, analytical and interpretive skills
