PROJECT QUALITY MANAGEMENT
SUMMARY:
The service provider is given the responsibility by the Project General Manager to implement the full extent of the Quality Management System (Project QMS). Reports directly to the Project General Manager, and has direct contacts with all entities in the Project Is in charge of promoting and supervising all Quality initiatives and improvements at Project Management level.
ACTIVITIES:
Propose the Project specific Quality objectives to the Project General Manager
Put in place the Project QMS, Leads the issuance of the Project Quality Management Plan and of the Project Procedures
Leads, in conjunction with the Project Control & Services Manager, the maintaining/updating/distributing of the project QMS documents
Assist in providing and co-ordinating the supervision/inspection resources needed within the Project
Participate in all kick off meetings of the Project
Lead the Review/Comment/Approval of the Contractors Quality Control Plans, and all other Quality documents submitted to Company approval by Contractors
Work closely with and provides assistance to the other Project team members for the implementation of the Project Quality requirements by Contractors, sub-Contractors and vendors
Manage and control the process of Derogation/Deviation requests within the whole project
Conduct internal and external audits as needed
Participate to any third party audit called on the Project
Attend monthly steering committee meetings, weekly Project meetings and any other regular meeting as defined in the Quality Management System
Encourage use of latest improvements in Project management
Exercise team work and problem solving skills in assistance to the Project Team
Provide an accurate reporting of his observation to the Project General Manager and concerned leaders, and proposes improvement plan, and corrective actions
Prepare the Project Quality presentations and other Project Quality reporting.
ESSENTIAL SERVICE PROVIDER QUALIFICATIONS / EXPERIENCE
Senior Quality Engineer, with an effective knowledge of ISO 9000 standards and Quality Audit standards and techniques
At least 10 years experience in Project engineering and construction in the oil and gas industry
Must be very familiar with the company’s rules and referential of Project Management
Organizational skills, analytical mindset, communication and teamwork spirit are essential.

ACTIVITIES
Ensure implementation in his/her own discipline of all HSE and QC requirements and report to SPS Engineering Manager on any deviation
Mastering the content of the BE Design Dossier for the SCS and ensuring that design definition is consistent with the objectives of the Call for Tender (CFT).
Optimisation of the proposed technical solutions for the SCS
Review / development of the SPS Scope of Supply document for the Subsea Control System and associated equipment– production deliverables, test equipment, installation aids and spares – to ensure it is complete and in accordance with SPS Contract needs
Evaluation of the commercial aspects of the CFT Exhibits as they affect the SCS with particular emphasis on Contract Execution strategy including schedule, testing programmes, QA / QC requirements and interface management
Liaison with Company SCS specialists within technical department to ensure conformance of design to, or for approval to derogate from, Company specifications
Inter-package coordination within Company Project teams to ensure coherency of cross package design and project execution interfaces
Report to the SPS Engineering Manager formally, on a weekly and monthly basis, and on an ad-hoc basis with respect to SCS related activities
Participate to preparation of the CFT Appraisal Procedures and Documentation
Assist in evaluation of the responses to the CFT and in preparation of the Recommendation to Award (RTA) for the SPS Contract
Assist in the resolution of technical and execution related queries from both the Tenderers and Company teams. Review proposed deviations and give recommendation for project management approval
Organise and / or represent Company for SCS related matters in meetings with the Tenderers, Company Project Teams and Corporate entities.
NECESSARY PROFILE
Education: Professional engineer
Qualification: 10 to 15 years experience with Subsea Control Systems equipment, including topsides as well as underwater located components. Previous experience of Company / Operator Representation during similar type project execution is a distinct advantage
Mobility: placement is primarily in Lagos, Nigeria with the potential for international trips.
Language: English fluent
OIMR VESSEL COMPANY REPRESENTATIVE

5- Ensure a rigorous supervision of sub-sea construction and survey works from a support vessel; reliable reporting, sound anticipation in vessel preparation works.

7- Ensure the implementation of reliable and robust task plans.
8- Communicate about all technical interfaces and logistic issues linked to the vessel activities
The job holder will be involved into the following activities with his responsibilities :
HSE:
- Ensure/verify that CONTRACTOR and SUB-CONTRACTORS constantly meet the standards set by COMPANY HSE objectives
- Maintain a proactive HSE attitude in all working areas in line with COMPANY published standards (Wear adequate PPE, report (but in a positive way) anyone caught performing an unsafe act…) and comply with COMPANY requirements in terms of HSE training
- Promote any Safety Bulletins issued from with THE Group for awareness within CONTRACTOR organisation
- Follow up any analysis process of reported unsafe act, ensure close out and transmissions of the lessons learned
Planning :
- Define OIMR Vessel delivery plan in line with operational requirements
- Monitor CONTRACTOR progress against published plan ensure plans are updated on a weekly basis
- Communicate slippage to Lead Subsea Installation Engineer/Offshore Operations Supervisor and other relevant entities such that impact can be fully assessed and monitored. Instigate, as appropriate, and review CONTRACTOR’s recovery plan
- Review & sign minutes of meeting. Verify that actions are transferred to Action Register. Monitor Action Register to ensure that actions are relevant to OIMR vessel work is followed up and closed out within agreed times
- Manage inspection and certification activities
Reporting:
The OIMR Company Representative reports directly to the Lead Subsea Installation Engineer/Offshore Operations Supervisor and his reporting duties include:
- Attend OIMR Vessel engineering kick off and safety meetings as and when required
- Issue COMPANY Daily Progress Reports (DPR)
- Attend Safety Audits as required
- Attend COMPANY / CONTRACTOR weekly progress meeting (dependent on Offshore operational needs)
QUALIFICATION/EXPERIENCE REQUIRED
Chartered or company trained Engineer, Technical Diploma holder with good experience in subsea operations (Drilling/Completions and Installations)
Sound background in Oil and Gas industry as an Installation specialist
